feat(wallix-bastion): new WALLIX Bastion PAM integration (French vendor)

WALLIX Bastion REST API, 6 commands: list devices/accounts/authorizations, list/get sessions. X-Auth-User/X-Auth-Key auth, stdlib-only. py_compile clean. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
